Noelle Pebet

I am proud to be a lifelong public servant, raised in a hardworking Basque American family that taught me the values of integrity, accountability, and community. As the oldest of three children, I grew up understanding the importance of responsibility and service, principles that have guided me throughout my career.

​

My family’s story is rooted in perseverance. My paternal grandparents immigrated to this country seeking opportunity, and through determination and sacrifice, built a life for future generations. My mother began working at just thirteen years old at her family’s business, The Santa Fe Basque Hotel in downtown Fresno, saving her earnings to help my parents purchase their first home. My father spent his youth working alongside his father in a one-man gardening business, learning the value of hard work firsthand. Those lessons shaped who I am today.

I carried those values with me as I worked my way through college, graduating cum laude from the University of San Francisco, and later earning my law degree from Golden Gate University. While in law school, I began serving vulnerable members of the community through a tenant advocacy clinic—an experience that solidified my commitment to justice and public service.

In 2007, I returned to my mother’s hometown of Fresno and was sworn in as a Deputy District Attorney. Over the next twelve years, I prosecuted cases ranging from misdemeanors to homicide, working closely with victims, families, and members of the community during some of the most difficult moments of their lives. This work required not only legal skill, but compassion, fairness, and the ability to listen.

Since 2019, I have served as a Fresno County Superior Court Commissioner, where I preside over criminal and civil matters and manage a high-volume courtroom. Every day, I make thoughtful, impartial decisions that impact people’s lives. I am committed to treating everyone who comes before the court with respect, ensuring they are heard, and applying the law fairly and consistently.

My commitment to this community extends beyond the courtroom. I have served on the Fresno Basque Club Board for over six years and remain actively involved in youth programs, including Fresno County’s Youth Court, where I mentor young people and encourage accountability, growth, and second chances.

Public service is not just my profession—it is my purpose. I am running because I believe our community deserves a judge who is experienced, fair, and deeply committed to justice. My background, my experience, and my values have prepared me to serve with integrity and dedication.

Act as a temporary judge pursuant to stipulation by counsel/parties and preside over daily court calendar to conduct hearings, trials, and make rulings, judgments, and orders. In the Domestic Violence and Misdemeanor Units: arraign defendants, grant continuances, hear various motions (Serna, Motions to Suppress, Pitchess and Preliminary Hearings), accept pleas, and impose sentences. In the Family Support Unit (AB 1058 Unit): hear cases brought by the Department of Child Support Services or individuals seeking paternity and/or child support orders. In the Civil Limited Unit: predominately preside over hearings regarding civil harassment orders, name changes, unlawful detainers, small claims, and small claim appeals.

Prosecuted various criminal cases including Homicides, Multi-Agency Gang Enforcement Consortium (MAGEC) cases, Narcotics, General Felonies, Juvenile Delinquency, and Misdemeanors. Conducted over 40 trials and adjudications including 10 homicide trials and numerous preliminary hearings and motions. Lead Attorney on the MAGEC Unit for 1+ years, which required managing a full caseload, assessing and filing newcases, and managing team assignments. Member of the Officer Involved Shooting (OIS) team for five years, which required responding to scenes, conducting investigations, and rendering findings as to whether criminal charges should be filed.
